Good day. Is there an admin tool to edit a webpage rather having the client
run another copy of Pub 2007 to make changed to their website.

You can edit the code that Publisher produces in any code editor, but with a
few exceptions, you shouldn't. The change in the code would not be saved in
the Pub file. That means that each time you modify the Pub file and produce
new code you would have to edit that code again.  Hopefully you client saved
their original Pub file.
