Security and SharePoint Designer

We have websites that were created in FrontPage 2003.  Our department is now
moving to SharePoint Designer.  I am interested in knowing what security
features are offered in SharePoint Designer.  Our site is structured on
folders (in FrontPage) instead of document libraries (like in SharePoint
Services).  Will we be able to set security to a folder in SharePoint
Designer?

Does SharePoint Designer function the same as SharePoint - where a person
does not see a document library if they do not have access to it?
