They probably aren't random. When you convert your text to a web page the quote
and apostrophe marks will convert to question marks. You can avoid this by going
into autocorrect and unchecking "Straight quotes" with "smart quotes"

You can also try changing the encoding. Tools > Options > Web tab and under
Encoding choose Unicode (UTF-8).
