Working in Pub 2000.  Finished creating web site, then added a page at the
end.  Navigation button does not show up on any of the pages.

Sharon,

When you insert a page to your Pub 2000 publication there is an option in
the dialog box to Add hyperlink to Web navigation bar. It sounds like you
missed that when you added the page.

If your navbar works ok on all the other pages except for the last the page
in the publication, the fastest way of fixing it might be to go back to the
page before the one you just added, Insert > Page and this time check the
option to add the hyperlink to the navbar. (Be sure to always make a backup
copy of your file before trying this fix or any other major update to your
Pub file.) Then copy and paste the content from the page that you originally
inserted without the navbar, to the new page you just created, and then
delete the old page. If that doesn't work, then post back and I will give
you instructions on how to rebuild your navbar.
