Publisher "looses" some functions

Open Publisher, select a new web template. Notice that on the left side
under "Web Site Options" there are a number of functions such as "Insert a
page", "Add functionality", "Preview your Web Site" now, Change the form size
from 760 x 4608px to 600 x 4608px. Notice that the functions on the left
hand side have disappeared. They don't come back and that is the only way
that I'm aware of to select a custom template to add a page without changing
all your existing pages by going to insert and select a page/template.

anyone know how to get the missing functions back?

Which version of Publisher? Did you try Format > Web site Options?
