Linked PDF documents in 2003 are not there to be published

I have created a 6 page website that contains 7 or 8
links to PDF documents.  When I "Publish to the Web" I
actually place the file in a folder on our server for my
web administrator to upload.

Unfortunately, the PDF documents seem to reside only on
my hard drive and do not go with the published web pages.

I have checked help and feel like I am doing what it
says.  Any ideas of what I should be doing differently?
