3 problems with my web file.
(1) validator program reports !DOCTYPE coding missing. Why isn't it created by Publisher and how do I correct
(2) web file displays correctly on my own computer in Explorer but navigation bar on web site will only access 1st page
(3) graphics are in the file but display as "X"s
Any help greatly appreciated

Publisher writes code the way it wants to and you have to accept that.
Modifying the code yourself is a bad idea. Don't worry about running
validators. If however you want to have perfect code you'll want to move to
FrontPage or some other html editor.

I'm guessing you are using version 2002. Common user error, you failed to
upload the folder that holds the other pages. This is covered on my sites
FAQ page. I also recommend you visit my site for lots of details and a
tutorial on web design in Publisher.

Same issue as above. If you would publish with Publisher nd not a third
party client this issue would be prevented. Refer to my sites tutorial for
upload directions.
