Adding Publisher Newsletter to Publisher Website

I have a newsletter created in Publisher that I want to add to my
website (which is also created in Publisher).  What is the best way to
do this without losing newsletter formatting, etc.?

I've tried various approaches.  I've saved it as a Web archive file
and hyper-linked to it.  But the Web archive format had formatting and
visual degradation. I also tried saving it in several picture/image
formats (.jpg, .png, etc.), but they too experienced unacceptable
degradation.  So far, my best solution has been to save the newsletter
as a .pdf, and hyperlink to it.  This works fine when I preview the
Website on my PC, but I'm not sure how it would work from the Web.  I
assume visitors would have to have a .pdf viewer...if this approach
even works.

Any suggestions?

Typically you save the newsletter as a web and then adjust any formatting
issues and add in navigation, then link to it's first page from the main
web.
If that is unacceptable then saving to pdf and linking to the pdf is the
best option.
Yes the user has to have the pdf reader installed and they will view the pdf
the same as you do.

The way I have newsletters available at a web site can be seen at:

Go to the Il Messaggio Archive page, click on any underscored date.

All the newsletters are Publisher 2000 files converted to pdf.\
