I used one of Publisher's email form templates and then
added a couple of fields, moved a few around, got rid of
a couple...

How can I establish the tab order of the fields so the
user can go in "logical" order, rather than bouncing all
over the place?

The tab order is created in the order you added the form controls. If you
want to change the tab order than you need to redo the form.
