How do I publish a .mpeg file into a Publisher webpage?

What do you mean by "publish" it?  Do you want to have it play (sound)? Or,
have the movie run?

"into a Publisher webpage"
would be incorrect.
In a website files are "linked".
You upload the file to the web server.
(be it an htm, jpg, pdf, zip, doc, mp3, mpeg, etc.)
You know exactly where you uploaded it to so you know it's URL.
(such as www.myplace.com/mymovie.mpg)
A web page then has an image or a textual link that is hyperlinked to the
desired file.
Clicking that hyperlink then loads the file in the appropriate container.
