Copying an entire page

Assuming there are no active hyperlinks, can I copy an
entire page from one Pub2003 file to another without
having to copy and paste all the individual elements.

Yes, Publisher has a grouping function that locks objects together. I
mention this a few times in articles on my site since it is very handy.
Just press down the left mouse button and draw a frame around all the whole
page then press the right button and select group. Optionally use the
Arrange menu, Group. Then you have one object that can be moved or copied.
Ungroup reverses the action.
