changing individual hyperlink colors

Hello,
I can see that you can set the color of hyperlinked text
in the color scheme task pane, but is possible to have a
hyperlinked text on the page that does not conform to the
rest of the scheme in order to make it stand out.

That is accomplished thru CSS, Cascading Style Sheets. Publisher has no
support for writing your own CSS. For that degree of design you'd want to
use a web design tool such as FrontPage.
