Make a new webpage, but blanco.
Copy and paste all the materials in the new site and save as a NEW site and
you are done. Make sure the empty pages are set as default and the size you
want ( A 4 is most common, but you can reste that easy)
You can use The standard option to make a new website by default of
Publisher, delete all the materials, but LEAVE the links in ( lest say page
index up to page 10 ).
the result is all blanco pages with links. Now you can copy and paste.
