Title Tag out of sequence

I ran an analyzer on my site and I get a result that my
Title Tag and my Description tag are out of sequence.  
Can I correct that in Publisher 2003?  Please email with
help!

These tags are in the head section which is not modifiable within Publisher.
This does not effect the functionality of the site.
Publisher writes complex code designed for the IE browser.
If you want "clean code" that passes 'analyzer's then Pub is not for you.
