Creating "Submit" button in Microsoft publisher.

Hello,

First of all I know nothing about website design. 2 questions,

1) Could someone tell me the steps how I could make the "submit"
button on a webpage work ? On clicking "submit", the filled  form
should go to a particular person's email address.

Right now it gives an error. Something like "--WEBBOT--" not found.

Is there some place where the mail server's ipaddress etc should be
filled in or something ? If so where ?

2) Also how can I create a "Browse" button through which one could
upload a document ?
