Saving web pages properly?

What is the best way to save a web page after editing it.
The directions say file, menu, save as a web page,
but "save as web page" doesn't show on Publisher 2000???

This only applies if you have a web document. If you created a print
document you first have to convert it.
File, Convert to web...

After I go to file there is no save as web page or publish
listing.

Please tell me what I'm dong wrong.
