I downloaded my site created with Pub2000 into FP 2003, but there's lots of
errors.  Is there a way of doing it so it makes it easier? Forms don't work,
outside of page links don't work, and sometimes I can't even open html files
from FP 2003.  Anyone have any suggestions?

You don't say what steps you are taking to "open" the web site files in FP.
I'll assume incorrectly, the proper step is File menu, Import.., then go
thru the wizard to import the site files and create the FP web.

That said, my long-standing firm recommendation is that Pub web files never
be used in FrontPage. They are just to radically different. So good luck
with that.
