I use a common background for all my pages which is black. I've also had to
nudge the page over so it displays properly in most browsers.
The problem working with the pages is that the black background doesn't
extend across my full screen when I'm in layout mode. The right hand side
contains text/images, etc. but the background stops and I don't see the
black or the gridlines behind the text/images. The difference is the amount
the page was nudged over.
How can I make it so the background and gridlines are behind my whole
working area?

What version of Publisher?
How are you applying the background?
If you go to Format, Background, and apply it it will cover the "document
area".
What do you mean by "nudge it over"?
Page width is set in page setup dialog.
What do you mean by "display properly?"
What is the URL?

Thanks. While getting the info to answer your questions I was able to fix
it.
The problem was when I used a default page setup the published pages were
all too far to the left when viewed with IE, Opera, Mozilla. I "fixed" it by
selecting all and then Arrange/Nudge to move all the content to the right.
But this made it flow off my background so there were no gridlines to line
up to.
I went back and un-nudged it, then made my page a larger width. This put all
the content onto the black background with gridlines visible, and now it
looks ok in all the browsers.
