Automate 2p/side portrait book fold?

In our organization we produce a Directory printed on Letter size paper
folded and center-stapled so it comes out as 4.25" x 11".  Each side of
each sheet has two 4.25" x 11" pages, including front and back, so
there are 4 pages per sheet.  The first printed sheet has, on one side,
pages 36 and 1 and on the other side pages 2 and 35.  The next sheet
has 34 & 3, 4 & 33, etc.  Traditionally this has been done in Word,
manually, using Cut & Paste since Word 2003 seems to only allow Book
Fold in Landscape orientation.  Since each Directory entry is tall &
skinny, Landscape is out.  Can we use our Publisher 2003 to format and
print our directory without cut and paste?  Help would be greatly
appreciated, especially by the person who does all that cut & paste!

Yes, page setup, booklet, portrait...

Publisher has a catalog merge.

Thanks!  I tried it but could not find Publisher's equivalent of Word's
option to put two pages on each sheet side.  Do you happen to know how
to specify that?

Also, I'm puzzled by the reference to "catalog merge."  I thought a
merge was for merging two files.  What might those be in our case, or
am I missing something?  Thanks in advance.

File, page setup, booklet. Publisher automatically sets up the pages in the
correct order in groups of four.

The catalog merge is useful for directories. You can also merge pictures. You
don't need it for a straightforward booklet.

It does this automagically, once Booklet is selected.

It is... sort of.  You merge data from a database into a publication.
