Are both of the panels going to be the same? If not you will have to set up your
page manually

.5 top & bottom margin
2 inch side margins
2 rows 1 inch spacing (grid guides)
1 inch vertical gap.

Draw a 4.50 circle in each of the panels as a guide, center an half inch circle
inside the larger circle. Print on plain paper to make sure these settings are
correct.
