I have created a 4 page Publisher newsletter and want to send via email as a
web page, however when I send it only the first page of the doc is seen by
recipients.  Why is this?  And how can all 4 pages be viewed?  Thanks.

About the only way is to elongate page one, drag everything to this page and
send. A PDF allows you to send all four pages but as an attachment. This is a
better way, not many folks these days accept HTML emails.
There are free PDF converters around, www.primopdf.com is one. If you have
Office 2007 there is a PDF plug-in.
