Setup your printer first for this size. It maybe referenced as tabloid.
I have found when using the 11 x 17 print settings in print preview I see the
same thing you are seeing (four tiles on letter size stock).
If you go ahead and finish your document, click print, you can change the
printer settings to 11 x 17 in this dialogue, it will print correctly.

Does that mean that if I have a small printer at home that doesn't print A3
I can save it as PDF here and send it to some other computer with a bigger
printer? Or do I have to open it with publisher in the other computer and
still change the settings?

No, you can setup your PDF printer for A3 and save the Publisher document. Setup
your printer first, then create.
