How can I make a picture appear that the edges are burnt.  I want the picture
to appear it has been in a fire all around the edge of the picture.

Burn the edges.

Scan it.

DUH.

If that won't work, you aren't smart enough to be operating a
computer.

There are other options (especially if your "picture" is a digital
image), but your post doesn't give any indication that you'd
understand.

I have a digital picture that I want to place in a flyer but I want the
edges of the picture to appear to have been burnt.  I want to do this with
several of my pictures on one flyer.  Can you help me?

Do you have any type of editing program?
There is a tutorial here

The tutorial is for a new creation, but you can do the same with any photo.
You can always buy an edge

I'm thinking you need advanced image
editing software.

Possible choices may be: Adobe Photo
Shop or Elements, PaintShop Pro.
