Why can't I transfer clipboard from Word to Publisher?

I have Publisher 2003 and the new (non-commercial) Office and I can't seem to
transfer anything from Word to Publisher.  What gives?

Open the Office clipboard in both Word and Publisher. (Edit menu)

What is the non-commercial Office?
If it copies to the clipboard seems like it should paste.
Are you making a text box in Publisher? Not sure if this matters, but now I
want to try it and see.

You can also see the clipboard (viewer) before you paste and make sure what
you want is saved on it.

Non-commercial Office is Home and Student 2007.
