Does anybody know how to apply the "mixed columns format" to a publisher
document?

What do you consider to be "mixed columns format"?

Right-click your text box, click format text box, text box tab, columns button.

Type how many columns you want in your text box.

When you are finished typing in the first column, ctrl+shift+enter will get you
to the top of the next column, this will give you your mixed column format look.

Is this what you are trying to do?
