How to I get image to fill whole page - no margins (MS Publisher)

Trying to print pages with images that I want to print clear to the edge of
the page.

If your printer can't print full bleed, you can't. You will have to read
your printer's manual to determine if it can and how to do it.

 I am doing this, too, making calendars. Trying some of them with
backgrounds and no borders.
My printer (Canon pixma ip6000D) has the option of "borderless printing" so
I can do it.
If yours doesn't do this, I wonder if there's a way around it? Like setting
the printer for a page size bigger than the actual paper so it thinks it's
leaving a border but it isn't?

No, but you can print to a larger sheet of paper and trim it down.
