Okay, how do I turn this darned Task Pane thing off by default? I tried
looking in Tools|Options|General. I can turn off the "New Publication" task
pane but that's not doing the trick. I don't want that pane - if I change my
mind, I know where to find it.

Just close out the Task Pane with the X in the upper right corner of the
pane, make sure you have the Tools > Options > General feature turned off as
you state. Then close out Publisher, and the Task Pane will be gone.

Been there, done that several times. If I close the pane in my current file,
it remains closed provided I double-click on the file name to open it. If I
open Pub with the Start menu, it's there again.

Very odd. Mine never turns on. I wonder if this has something to do with
Add-Ins being implemented.

Could be. I don't have any Pub 2003 add-ins yet tho.

Maybe because you know it well. It's not as advanced or bloated as say,
Windows or Word or Excel.
