Does anyone know if there is a way to install Publisher 98
on an XP system?

Yes, you just install it as any other Windows program.

There are no issues installing Publisher 98 on XP

During the installation process I get a window that
says, "Searching for installed components" then it comes
back saying that it is unable to update my sytem.  This is
not an update this is the full package.  Any ideas?

Have you tried to restart your computer then try setup again?
