I cannot make a 4-page newsletter print with the book option to a network printer. When choosing the network printer (vs. local printer on LPT1), the Book Printing Options button disappears. This will be an issue with your printer driver or the improper installation of your network printer driver. This is not a Publisher issue. -- Diane, What is the printer make and model?
