I'm also having this problem. I was sent a file (email) that is internally
stamped "Microsoft Publisher 3.0", which is the '95 version I believe. I
installed Publisher 2000, and it won't open the file.
I tried the solutions given (disabling NAV features), and that didn't help.
Was the file damaged simply by being scanned during the email transmission?
That seems unlikely, NAV should either yelp or leave the attachment alone. I
do not know what, if anything, is being used for virus scanning software at
the other end.
Does anyone have any further suggestions?

I should have mentioned one non-standard thing I've done: I had installed
Office XP already, and installed Publisher 2000 in a different directory.

All Publisher versions from 3.0 and on are stamped 3.0 internally. More than
likely the file is a Microsoft Publisher 2002/2003 file that needs to be
SAVED AS a Publisher 2000 file. The sender of course would need to do this.

Ah - I didn't realize that. You may be right, I'll have to check.
One of the other folks on the forum was good enough to convert the file to
2000 format for me, but I'm not sure what version she used to do it.

I went back and checked, she did use Publisher 2003 to open it. Maybe my
problem isn't so mysterious, after all.
