publisher wont open with out cd

I have done a full install (run all from computer) of
both discs of Office 2000 pro.  When I try to open
publisher though, it says it is trying to install the
program and to insert the cd.  If I put in the cd it
works fine.  Only publisher is doing this, everything
else opens fine.  Any ideas?

I have tried to repair, and even uninstalled and
reinstalled, same problem.....
