How can I create a counter?

I am printing gift certificates I have created in Publisher.  I would like to
assign each certificate a unique certificate number.  Using page number does
not work since I need the counter to start at a random number (1 more than
the last batch of certificates I printed).  How can I create a printable
number counter (with an arbiray starting point) or how can I change the
starting page number so that I can use the page number as my certificate
number.

Insert > Section (v2002 and later) or Tools > Options (pre-2002) holds the
options for changing the starting page number.

You can use mail merge to assign unique numbers to each certificate.
