I can't open a file in publisher 98

I 'm getting a message that says Publisher cannot open files from a different
version.  What does this mean?  I need help fast, PLEASE.  :)

It means that the file was created by a newer version.

How can it claim it was originally created in a diffrent version when I have
only ever used the one version, publisher 2000 version 6.0.
Of the original files some open and some don't why???????
