I have gotten some "last minute" work to update in Publisher 2002 (SP3). I
created an image in Illustrator/Photoshop and saved it as an 8 bit .tiff
image. When I bring it into Publisher now, it is not showing up. It has the
bounding box corners when I select where it should be but it does not show up
on screen or print.

I thought it could be just a .tiff thing, but every image I bring in now
(.jpg, etc) is blurry (out of focus). I don't know what is happening. This
was not a problem before the update of the service pack.

I have about 15 certificates to get done by next Friday and I am at a loss
on what to do.

Any help will be greatly appreciated.

About the blurring: check View > Pictures > Detailed Display
About TIFFs: Publisher doesn't like TIFFs generated by Photoshop.  I would
suggest using high-resolution PNG files, as they preserve detail better than
JPGs.
