Still dont think we are anywhere near the solution....
I am happy with using and installing ADM templates and the use of them in
Office.
What I want to know if why there is no option in the pub11.adm template to
remove items from the Publish user interface wizzard.
Also the article you sent does have the Custom Installation Wizard (CIW) and
Custom Maint Wizzard (CMW) but they are of no use as you need to know how to
disable the items before you can do it in either (take a look at the article
that actually says "check the adm template first and then past the options in
the CIW/CMW).
Any ideas?

I'm not altogether sure you can do this with Publisher. Publisher isn't exactly
network friendly.Have you tried the security tab on the properties?
C:\Documents and Settings\All Users\Application Data\Microsoft\Office\Data
