You could print the pub file and then scan it to a tif file.
What is the purpose for a tif? There may be alternatives.

If you have Pub 2002 or 2003 this can be done from the File/Save As menu. No
problem. Other file formats like .bmp, .jpg etc are also supported. No need
to scan the printed output.

After managing to set up OE-QuoteFix on his new PC, Ed reads a message

If you don't have Publisher 2002 or 2003 (or you have 2002 and want
higher-resolution output), you can use SnagIt 6 from www.techsmith.com - you
print your document to the SnagIt printer, and it will convert it to an
image (without re-scanning or using up paper and ink)
