How do I use Publisher to set up labels, 3 to a page?  I am going to print on
gummed stock.

This depends on your version of Publisher.  Instructions here are for
Publisher 2003.

a) Use File > Page Setup > Printer and Paper to set the paper size to the
size of the sheet on which the gummed labels are.
b) Use File > Page Setup > Layout to set the page size in Publisher to the
size of one label.
c) Use the Change Copies Per Sheet button to set your left and top margins,
and your horizontal and vertical gaps.
