RTF structure in a simplified form

Is there a program that creates an RTF document in a simplified form like
WordPad, but that can utilize (tables/cells) and headers?

I tried creating a blank document using WordPad and MSWord intending to view
the document using notepad (to see the applicable control words).
A blank document in WordPad is 127 bytes which is good, but WordPad does NOT
do headers and cells.
A blank document in MSWord is 1,906 bytes (adds tons of
[extra/non-applicable] stuff like including every font in my computer).
Adding a simple [text box/cell] in MSWord does an over-kill by bloating the
document with a gazillion RTF control words many of which don't even seem to
apply (I do have an RTF spec).

I am trying to export text data (from a non-Microsoft application) into a
{generic/universal} document format.
Since the format can potentially involved:
> discrete pages with borders and/or headers
> text formatting (bold/underlined font within text boxes)
> tables with fixed width font so columns of right justified numbers will
line up
I thought of using RTF.

Any help or alternative suggestions would be greatly appreciated.

Dare I say it on a Microsoft Word forum but WordPerfect might be the
way to go.

I've just tried creating a document in Word2002 with a blank 2x2 table
and a header and footer and then saved it as RTF. It was 8 kb long and
when viewed in Notpad was full of RTF coding dross.

I then created an identical document in WordPerfect8 and saved it as
RTF. The file length was only 3 kb and when viewed in Notepad the code
was neatly laid out. (The code Word created had no structure at all).

OTH do you need an editable result? If no, why not PDF? (WP can do PDF
as well <grin>).
