Previously in MS word 2002, we had the MS-DOS Text with Layout converter
option when we do a File-> save as.  It appears that we don't have this
option in MS Word 2003 (Full Install, Custom Install, etc).  We downloaded
the Office Resource Kit Converter Pack and it doesn't have the text
converter either.  It neither has the MS-Dos text convert nor the "Text with
Layout" converter.  These converters preserved the table layout formatting
and provided us the ability to have a text version of a document for further
processing.

Is there a seamless way to get these converters to work with 2003 without
using the Word 2002 CD?

Not without an old version (like the Word 2002 CD). The old converters still work, but were removed by MS because of security concerns.
I haven't heard what the risks are, or why there were no ressources to recompile or rewrite the filters.
