Why do footnotes sometimes move up on a page?

My footnotes sometimes move up on the page, toward the middle of the page.  
The justification is set to Top of Page and the footnotes will fall back into
place if I change this -- however, the rest of the text will also change
position.  Is this a glitch that can be fixed?

When you Click on Insert Reference | Footnote, does it say bottom of page or
under text?  Check that and make sure that it says bottom of page.
