I use to receive a prompt that asked if I wanted to "open" or "save" a word
document. I don't receive this prompt anymore because I checked the "don't
ask me this again" box.  How do I get this prompt to come back so that I have
the ability to decide whether to open the doc or save the doc?

I assume you're talking about when you double-click on an email attachment.
If you are unable to open/save attachments at all, then it may be because of
a security setting in your mail client. If this is Outlook Express, go to
Tools | Options | Security and clear the check box for "Do not allow
attachments to be saved or opened that could possibly be a virus."
