Does anyone have suggestions on "free" pdf to word converter download?

I've never seen any free programs that will do that.

What about an OCR scanner?

That's a different situation. You can print out the document, scan it back
in with OCR, then convert to Word but that's not qhat the OP was asking for.

Some OCR software will work directly with PDF format - eg Finereader - but
it won't be free.

Yep. It's much easier and cheaper to go the other way. The best way to
handle it is to ask the file's owner for the original file.
