Word 2007 - Track changes

Is it possible or is there a workaround to track changes (Revision marking
mode) when the documented is locked?

You cannot track changes of a protected form (if that's what you are asking).
However, via the Restrict Formatting and Editing task pane, you can set
"Editing restrictions" to "Track changes" and enforce this setting with a
password, so that only those who know the password can accept and reject
changes.
