When I try to type a quotation mark in MS Word it will insert this symbol, "«".

If you have AutoCorrect set up to replace "Straight quotes" with “Smart
quotes”, the quotes are converted to correctly formatted quotation marks.
However, different languages use different quotations marks. For example, «
» are used in French.

Therefore, check the spelling language of the text. Maybe it has been set to
the wrong language.

This indicates that the language is set to French (or some other that uses
guillemets for quotation marks).
