what is meant by the "windows" menu?

It means the menu called "Windows" on the menu bar, just before "Help."

And it's the "Window" menu, not "Windows."

But note that if you are using Word 2007, there is no Window menu. Instead,
to compare documents side by side, click View Side by Side in the Window
group of the View ribbon tab.
