inserting graphic into header - Word 2000

I am trying to insert a graphic into the header area.  The graphic is larger
than the header square, if that makes a difference.  I've tried insering the
graphic using the insert command, pasting, etc.  The graphic seems to be
behind the header, I can still move it around.  

Does its size have anything to do with the problem?

Your description doesn't tell me what you're trying to accomplish with the
graphic, and what's happening instead. Maybe
