Since you have an English version of Office, you will need to buy the
Swedish proofing tools as part of the Swedish Language Pack for Office 2007.
Single Language Packs for Office 2007, which include the proofing tools for
one given language (spell-checker, thesaurus, grammar checker, etc.) are
available from a number of online stores worldwide. Check this out:

You can click on the link “Buy a single language pack now”. You then just
have to pick your country from the drop-down list and you will be directed to
the most appropriate store, as a function of your location. Some of the
stores are localized for the market or the region. You can then select the
language you are interested in (Swedish as far as you are concerned) and
click the “Buy Now” button.

I'm checking this out and also the other links you provided. My
understanding is:
1. I can use the store to which I'm direct on the basis of my location to
*download a complete version of Office 2007* of my choice.
2. I can use the same store to download a "single language pack" that will
install proofing tools for that language.
Am I right so far?
A related question is this:
If I install the single language pack for, say, Turkish, will that also
install Turkish menus? I ask this because "Office Language Packs include
User Interface, Help, and editing tools"

you are right for (1) and (2).
For the UI in Turkish, here is what the FAQ says

Microsoft Office Language Packs are add-in products that can change the
entire user experience of the 2007 Microsoft Office desktop programs by
enabling desktops to support multiple languages. This includes Menus/User
Interface, Help, Dictionary, Thesaurus, and Spell Checker. In addition to
enhancing the user experience, a user can elect to use individual aspects of
the pack, such as spell checker to proof a document in a language other than
the default language set on their computer.
So, yes, the Office Language Packs include both the proofing tools and the
UI/Help, etc and, when you install it, you can decide to only install the
proofing tools if you want to keep your English UI. I did that on my
personal machines as well for some languages I wanted to be able to
spell-check without losing my original English UI and it works very smoothly.
