Despite what the instructions may say, the file location is wrong. Try
putting the exclusion dictionary in the same folder as your custom
dictionary (custom.dic). This is how it must be in WinXP/Office XP. It may
work for your setup.

My custom.dic is sitting right there as well. Still doesn't work. Is there a bug?

I use Word-2000 under Windows-2000-Prof.
My exclude dictionary WAS a very valuable tool in my work.
It had several hundred entries.
And I know it was in the right place because it used to work.
But I lost use of it several months ago
and I've not managed to find out why
nor have I managed to get it going again
- despite the knowledge base
and despite tips offered in this group.
I wish there were a specific entry in the registry
dedicated to the exclude dictionary - but there's not.
I can't help but I can understand your frustration.

When I followed the mvps site instructions as well, at first I couldn'
get it to work either (I am using word 97 at work and 2000 at home, an
it now works on both). The problem I had was that I changed the fil
from a .txt to a .ecx file, thinking this was a necessary step. I
should really be mssp2_en.ecx.txt, even if it doesn't appear that wa
in Explorer. Note that custom.dic is still a text file, even though i
appears that .dic is the extension in Explorer. The important thing i
that the exclude dictionary file should have the same text file icon a
the custom.dic file, as this will indicate that it's the right type. I
this was your problem, try creating a new .txt file in Notepad, save i
as mssp2_en.exc in the custom.dic file's folder, then leave it alone
and hopefully it will work the next time you load Word.
I hope that this was your problem and you can now fix it; otherwise
have no clue what it could be.
