unable to highlight clip art

I have a table with clipart in one of the cells, I would
like to move the clipart to some place different but it
does not allow me to click on it in order to go to draw
then order, so I can pick bring forward or back.  How do
I get this to work.  Does Word have a hidden back
background related to clipart?  I am lost please help, I
never have this much trouble with using clipart!

Have you tried using the selection arrow from the Drawing Toolbar to allow
you to access the clipart.  When clip art is placed behind text -- this is
the way to grab it -- maybe it will work for you in this case.
