Easier still in Publisher! Although you need individual text boxes for the
street names, building identifiers, etc., it's easy to create the streets
this way (would probably work in Word as well if you use the drawing canvas:
1. For each street, draw a line, creating a grid.
2. Group the lines and set the line width to something large (say 12
points).
3. Duplicate the group, change the line width to something smaller (say 10
points), and change the line color to white.
4. Align the white grid over the black grid until just a 1-pt line is
showing on each side of the street.
5. Insert text boxes over the grid for the street names.
A designer taught me this trick for drawing parallel lines, and I have found
it comes in very handy (works nicely for multi-colored borders as well).

I agree that it would be easier in Publisher -- or PowerPoint is grea
for that type of thing. Word's drawing capability is limited an
sometimes frustrating
